question] >> any questions you have on the budget, patty murray is the question person to ask. in the meantime, talk to patty murray. [inaudible conversations] >> we are going to focus on the house budget bill. i'm very glad that they are going to send us a clean debt ceiling bill. [inaudible question] >> i called during the recess to senator leahy, chairman of the committee to tell him how impressed i was a speech here at georgetown. he is an avid second amendment rights guy. he is from vermont, and he has been forwarded indicating that there had to be more done. there was no reason to have multiple shells or certain weapons to go hunting. anyway, this is an issue we need to talk about and i hope what we can do is have a report by the committee and i expect to have an amendment process on the floor. [inaudible question] >> my response to that is the same response as this gentleman here. the other stuff, senator patty murray will be the next spokesperson on that. .. but it was nice yesterday. i thought it was a really good speech. people can criticize president obama about a l

forward to a true partnership with senate majority leader rodney tom and minority leader ed murray, and with house speaker frank chopp and minority leader richard debolt. i want us to collaborate early and often on a legislative agenda that benefits all of washington. i want to work with every member of the legislature personally. our economy draws its strength from a marketplace of ideas, and so should our state. i have called all of you in the legislature already, and i'm ready to begin this partnership. if you got a call from me in the last several, that wasn't a robocall. i need to talk about the future of our state. when the people of yakima sent me here to olympia more than two decades ago, washington had just completed its first century. i sat and listened as former governor booth gardner presented us with a challenge heading into washington's second century. he said either we respond to international competition, or we doom ourselves and our children to a dramatic slide to second-rate status in the world. we chose to answer this challenge, with a unique formula for internat

on the budget, patty murray is the person to ask and i haven't had time to sit down and discuss the details. i'm going to do that this evening with my staff and her staff. [inaudible] the house budget bill. the debt ceiling. i'm very glad that they are going to send us a clean the debt ceiling bill. [inaudible] >> a call during the recess senator leahy. he is a person that everyone knows that is an avid second amendment rights guy. he floridly indicated that there had to be more done with background checks. he said specifically that there was no reason to have certain weapons to go hunting. this is an issue that we need to talk about. what i hope we can do is have a bill reported on the judiciary committee. may not be what everyone wants, but will have some stuff that's really important. my response to that is the same response as before. i am happy that they have a gut feeling that is not tied to entitlement cuts and that is a big step in the right direction. the other stuff is that senator patty murray will be the next person on the and we will see how she wants to proceed. she is experience

of the senate. something interesting we are seeing is the new budget chair, patty murray putting a face to it. part of the problem with the democratic platform in terms of the budget, we took the backseat and waits. patty is putting a human face on it. you can't keep cutting, if you do, this is what's going to happen to the american population. >> it's less about a budget. one that is, in certain ways sort of saying -- >> defense. >> according to my understanding of the constitution, they have the fiscal responsibility -- >> primarily in the house. >> not correct. the constitution says clearly that the only thing the congress is supposed to do every year is to pass appropriations bills. those bills should be guided by a budget. >> that's right. >> i'm 61 years old. do you know how many times congress passed a budget in my lifetime? four. it's an f minus. if they got paid for performance -- it's your job. they are not following the constitution. >> right. >> it's an interesting point. one of the thing that is folks may not realize about the budget is that more than 50% of it is automatic. >> t

? >> it was on interstate 69. it was the murray state in kentucky, the women's athletics. they were on their way, in a minivan, to an event, but they hit a patch of ice, and the minivan rolled over. they said there were about nine injuries. two were transported to the hospital. the injuries are believed to be nonlife threatening. and it looks like in spite of how disastrous this actually looks, very few injuries, they were transported, but this was due to hitting some ice on some of the interstates there. well, the storm system is expected to move fairly rapidly towards east, but right now, the critical zone is going to be in this tristate area, tennessee into north carolina, and georgia. this is what we're looking at, the worsening of the icing conditions now. i want to show you what happened in the past 12 to 24 hours. this coming out of utah, around provo. this from our i-reporter, lane russell. look at the video. and he says that in provo, at byu university, that they had ice, they had snow, but on one of the ramps there he said there was a layer of ice. they were trying to get across this,

the majority has decided to pass a budget. the new budget chairman, senator murray, said yesterday that her committee will draft a budget. now let's let the senate produce a budget. let's have a budget drawn up. let's have a budget debated. let's figure out what our plans are. budgets lay out plans and we'll see if a budget that a majority in the senate would vote for will pass the straight-face test with the american people. we'll see if this is just another budget that says, okay, here's the amount of money we'd like to spend. it has no relationship to the amount of money we have. let's let that be our budget. the people -- people will no longer tolerate, i'm convinced, the amount of debt and taxes that the spending plan would require. but for them to really think about that, they have to have a spending plan, and i am grateful that the house passed legislation that says we have to have that -- that plan. when the majority in the senate, democrats in the senate have a budget, we'll see how they feel about continuing to attack the budget that the house has been willing to come up with for

sure we meet compelling human need and at the same time get value for our dollar. senator patty murray chairs the subcommittee that funds housing and transportation, again, to make sure that we're rebuilding homes and livelihoods. senator feinstein on the army corps of engineers, again, while they've been doing a heroic job getting the -- keeping the mississippi river open, they want to make sure the shoreline of new york and new jersey and maryland is open for business as well. i could name all of them but those three have done an outstanding job. and i particularly want to acknowledge the help of my colleagues from new york and new jersey. senator schumer has led the way, particularly when there was this difficult time with senator inouye's illness to move this bill. but senator gillibrand, menendez and lautenberg have really been outstanding. this is about colleagues, and i want to thank our colleagues on the other side of the aisle who helped us. i know that -- i really would now like to yield the floor to senator landrieu, who has done such a great job through her subcommittee and
